Philadelphia Regional Key

As the Philadelphia Regional Key (PRK), PHMC offers support to child care providers in navigating Keystone STARS and implementing continuous quality improvement plans through individualized services from Quality Coaches. The PRK also evaluates providers to assess their quality levels based on the Keystone STARS system, an initiative of OCDEL to improve, support and recognize the continuous quality improvement efforts of early learning programs in Pennsylvania. Participating providers earn a rating from STAR 1 to STAR 4, with STAR 4 representing the highest level of quality. Eligible providers may receive grants, such as Merit Awards or Education and Retention Awards, to help them achieve higher STARS levels and retain highly qualified staff. As providers increase their STAR level receive higher subsidy rates through the state’s Child Care Subsidy program, Child Care Works.
